Trincomalee functions under multiple layers of government administration. At the local level, the city itself is governed by the Trincomalee Municipal Council, which handles urban planning, waste management, and local infrastructure. The wider district is administered by the District Secretariat, headed by a District Secretary (formerly known as the Government Agent), who coordinates national government initiatives.
Crucially, Trincomalee is also the provincial capital of the Eastern Province. The Eastern Provincial Council—which oversees provincial education, health, agriculture, and road networks across Trincomalee, Batticaloa, and Ampara districts—is headquartered here. Politically, the district is an electoral district that sends representatives to the Parliament of Sri Lanka.
