Hemis falls under the administration of the Union Territory of Ladakh, which is governed directly by the Central Government of India through an appointed Lieutenant Governor.
At the local level, Hemis is part of the Leh district. Everyday governance, infrastructure development, and public services are overseen by the Ladakh Autonomous Hill Development Council (LAHDC), Leh. This elected council ensures that the unique developmental and cultural needs of the Ladakhi people are met.
The village itself operates with a local Panchayat (village council) system. Concurrently, the Hemis Monastery has its own highly influential internal administration, historically guided by the Gyalwang Drukpa, which dictates the religious, educational, and cultural affairs of the monastic community.
