As the administrative headquarters of the Kullu District, the town also hosts key district-level offices at Dhalpur, including the Deputy Commissioner (DC) and the Superintendent of Police (SP). Politically, Kullu falls under the Kullu Legislative Assembly constituency for the state government, and it is part of the Mandi Lok Sabha constituency for the national parliament. Public services are largely managed by state departments, including the Himachal Pradesh State Electricity Board (HPSEB) and the Irrigation and Public Health (IPH) department.
