The civic administration of the city is managed by the Bhilai Municipal Corporation (BMC), which is responsible for maintaining civic infrastructure, sanitation, water supply, and local roads outside the privately managed steel plant township. The BMC is headed by a Mayor, elected alongside ward corporators representing various neighborhoods.
The Bhilai Steel Plant (SAIL) independently manages the civic amenities for the planned "Township" area (Sectors 1 through 10), operating its own public health, water, and electrical maintenance departments.
At the state and national levels, Bhilai falls under the Durg Lok Sabha (parliamentary) constituency and is divided into specific Vidhan Sabha (state legislative assembly) constituencies, such as Bhilai Nagar and Vaishali Nagar.
