The topography of Sector 17 is entirely flat, designed to facilitate easy pedestrian movement and civic gatherings. There are no natural hills, mountains, valleys, or canyons within the sector.
The terrain was engineered to support a massive central plaza, with underground infrastructure and meticulously leveled squares. The built topography includes multi-level concrete buildings generally restricted to three or four stories to maintain a uniform skyline, deep basements for parking, and sunken courtyards.
