While the Rock Garden does not have residential neighborhoods, the 40-acre site is formally divided into three distinct conceptual 'phases' or regions: * **Phase 1:** The oldest section, featuring a labyrinth of terracotta pots, broken ceramics, and toilet fixtures forming intricate walls and narrow, winding niches. * **Phase 2:** The heart of the garden, containing the massive cascading waterfall, a large open-air amphitheater, and complex courtyards displaying the iconic troops of human and animal sculptures. * **Phase 3:** The newest addition, characterized by grand arches, large open plazas, towering swing pavilions, and a designated exhibition area added in the later years of development.
