Infrastructure in Paro is relatively advanced compared to more remote Bhutanese districts. Almost 100% of households are connected to the national electrical grid, which is powered entirely by Bhutan's robust hydroelectric sector. Water supply is managed municipally in urban areas, while rural homes rely on protected springs and mountain stream diversions.

Telecommunications are highly reliable; Bhutan Telecom and TashiCell provide widespread 4G cellular coverage and broadband internet, particularly strong in the valley floor and around tourist hubs. The district also boasts a well-maintained network of irrigation channels that are critical for the agricultural sector.
